A 37-year-old Kingston male has been arrested after a bizarre incident occurred at about 3 p.m. on Monday, Aug. 13, 2018.

The accused male was walking on the sidewalk on Conacher Drive in Kingston’s north end, holding his genitals and yelling at citizens. After a witness asked the man to leave, he picked up a puppy that was outside and then threw it through an open window into an apartment. When the owner came outside to confront the accused, there was a minor altercation during which the accused attempted to hit the resident.

The accused male fled the scene prior to police arriving, but he returned about two hours later and was arrested. The local man is charged with committing an indecent act, assault, willfully causing pain to an animal, and causing a disturbance.

The puppy suffered a minor injury, according to Kingston Police.
