Wanted: Federal offender known to frequent Belleville, Kingston

The Repeat Offender Parole Enforcement (ROPE) Squad has released the above photo and is asking for public assistance in locating the woman pictured, who is wanted on a Canada Wide Warrant as a result of breaching conditions of her statutory release from custody.

According to the ROPE Squad and the Ontario Provincial Police (OPP), Brenda Biggar, 60, is currently serving a two-year sentence for possession of Schedule 1/2 substances for the purpose of trafficking, possession of property obtained by crime, operating a motor vehicle while prohibited, and failure to comply with an order. 

Biggar is described as an Indigenous female standing 5’2″ (157 cm) and weighing 176 lbs (80 kgs) with blond hair and green eyes. According to police, she has several tattoos including:

  • A Tasmanian Devil on her right upper arm
  • A Chicken Hawk on her right shoulder
  • The word “Chris” on her right ankle

The offender is known to frequent the Belleville and Kingston areas of Ontario, the OPP said in a media release dated Monday, Jun. 12, 2023.
