Three injured by improvised heating appliance at Belle Park

Three people were taken to hospital with non-life-threatening injuries following an incident involving an improvised heating appliance at Belle Park shortly after 9 p.m. on the evening of Friday, Mar. 22, 2024.

Responding fire crews removed a ‘homemade appliance’ that was allegedly being used to burn charcoal inside a tent. “Burning charcoal produces large amounts of carbon monoxide and can be extremely dangerous,” said Ted Posadowski, Chief Fire Prevention Officer for Kingston Fire & Rescue, in a press release following the incident. “When fire crews arrived, they observed one individual that was unconscious and a second having seizures,” he said.

Kingston Fire & Rescue, exercising powers under section 15 of the Fire Protection and Prevention Act, issued an immediate threat to life (ITL) notice at Belle Park as a result of this incident.

“Under the Act, fire inspectors who believe a risk of fire poses an immediate threat to life have the authority to enter on land or premises and remove anything that may constitute a fire menace or take any action urgently required to remove or reduce the threat to life,” the City of Kingston explained in the release.

Posadowski also said that, due to the circumstances of this incident, the Ontario Fire Marshal’s Office was notified for information purposes. “We continue to emphasize that fire prevention is key, and keeping people safe remains our top priority,” he said.

“This latest incident escalates the severity of the situation there and brings greater attention to the risks that individuals in the encampment are taking. Carbon monoxide poisoning is a silent killer that can easily result in death, and we were fortunate that this latest incident did not result in that.”
