Three people charged for theft, fraud from Highland Waters Métis Council

An investigation into the misuse of funds resulting in theft- and fraud-related offences has led to charges against three individuals accused of misappropriating funds from Métis Nations of Ontario.

Specifically, the investigation focused on the misuse of funds by the Highland Waters Métis Council in Northbrook, Ontario. The Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) began the investigation after being contacted about the possible misuse of funds in July 2022.

“The investigation by the L&A County Crime Unit revealed nearly $90,000 had been fraudulently used,” the OPP said in a press release on Wednesday, Jun. 21, 2023.

According to the OPP, charges were laid against three individuals in May 2023 as a result.

Robert Lloyd, 79 years old, of Addington Highlands Township was arrested and charged with:

  • Fraud over $5,000
  • Theft over $5,000

Robert Lloyd was released on an undertaking and is scheduled to appear in the Ontario Court of Justice in Greater Napanee on July 18, 2023, police said.

Candace Lloyd, 54 years old, of Napanee, was arrested and charged with:

  • Fraud over $5,000
  • Theft over $5,000

Scott Lloyd, 51 years old, of Addington Highlands Township, was arrested and charged with:

  • Fraud over $5,000
  • Theft over $5,000

The Highlands Waters Métis Council territory spans much of southeastern Ontario, and the Lloyd family has been highly involved with the Council for at least the past decade. Candace Lloyd served as Secretary/Treasurer of the Council, while both Scott Lloyd has served as President of the Council, and Robert Lloyd as Senator.
