Three members of the Outlaws MC arrested in Kingston area

Kingston Police have announced the arrest of three members of the Outlaws Motorcycle Club (MC) in the local area as part of an ongoing criminal investigation.

According to Kingston Police, the operation, which involves a number different of police services, began in March 2022. Involved police agencies included Kingston Police, Brockville Police, and the Ontario Provincial Police (OPP) Biker Enforcement Unit.

Criminal Code search warrants were executed on Thursday, Aug. 25, 2022, police said in a press release on Friday, Sept. 2, 2022. Those search warrants were executed in the City of Kingston and the surrounding area, including in the Village of Odessa, and the Village of Sydenham, by members of the OPP Tactics and Rescue Unit, the OPP Emergency Response Unit, and the Kingston Police Emergency Response Unit.

Police said that, as a result, three members of the Outlaws MC were arrested and charged, as follows.

Conrad Keeping, 42, of Odessa, was charged with:

  • Breaking and entering
  • Mischief under $5,000
  • Possession of a restricted firearm without a licence
  • Possession of a loaded restricted firearm
  • Possession of a firearm with an altered serial number
  • Careless storage of a firearm

Jessi Besnyi, 27, of Kingston, was charged with:

  • Breaking and entering
  • Mischief under $5,000

Dustin McNeil, 25, of Kingston, was charged with:

  • Possession of cocaine
