South Frontenac appoints Louise Fragnito as new CAO

At the regular council meeting on Tuesday, Apr. 5, 2022, Louise Fragnito, Director of Corporate Services and Treasurer, was appointed to the role of Chief Administrative Officer (CAO), effective immediately. Fragnito was serving as the Interim CAO since February 1, 2022, while Council went through the recruitment process over the past month.

“I know I speak for all of Council when I say we are thrilled to have Louise as our new Chief Administrative Officer for the Township of South Frontenac – she has been a pillar in this organization for over a decade now, especially when it comes to ensuring our financial sustainability,” said Mayor Ron Vandewal. “It was important for Council that we conducted a full recruitment process, but in the end, it was clear that we already had the right person for the role working in our ranks.”

Following Neil Carbone’s departure from the role in February, Council immediately began the search for a new CAO, according to a release from the Township, dated Thursday, Apr. 7, 2022. Although Fragnito was appointed to the Interim role, Council worked with Waterhouse Executive Search to find suitable candidates. All of Council took part in the candidate review and interview process over the past several weeks, before offering the position to Fragnito, the Township said.

Having worked with the Township in a senior leadership position since 2011, Ms. Fragnito is a Certified Public Accountant (CPA) and brings a wealth of knowledge in the areas of finance, IT, and human resources. Over the years she has played a significant role in developing strong financial sustainability for South Frontenac, while also working to balance increasing growth pressures that are being experienced throughout the organization and community, according to the release.

“I am grateful for this opportunity and excited to continue working with Council and the rest of the South Frontenac team,” explained Fragnito. “I have gained a wide range of knowledge and experience during my time with the Township, and I look forward to putting those skills to use in this role – there are many great initiatives on the horizon and I want staff and Council to know I am here to support and lead them along the way. My focus moving forward is to continue the Township’s efforts in increasing community engagement, public communications, and providing a positive customer service experience for all residents and visitors.”

With over 16 years in the municipal sector, a variety of skills, and a great understanding of the Township’s various service areas, Fragnito has built a solid foundation that will serve her well as CAO, according to the release. In addition to her experience, the Township said that she has developed strong relationships with staff and Council during her time as Director of Corporate Services that will allow her to continue moving forward with Council’s vision for the future of South Frontenac.

“Louise’s analytical mind, kind nature, and tenure with the Township has earned her the respect of Council and her colleagues,” explained Vandewal. “We are both honoured and excited to have Louise lead this organization for years to come.”
