Road closures and traffic delays, week ending May 20, 2022

The following is a selection of the most significant road closures and expected traffic delays in and around the city of Kingston for the week ending May 20, 2022. Full lists of closures and delays provided by the City of Kingston and the MTO can be viewed here and here.

Drivers should expect a lane closure along Brock Street from Westdale to Palace from May 6 to 27 for road reconstruction.

Centre Street will experience delays from Hillview to the north end of Centre as crews will be working May 16 to 20 removing and replacing driveway culverts in preparation for road resurfacing. 

At Front Road and King Street West from Sand Bay Lane to Country Club Drive, drivers should expect a lane shift until November 22, 2022, for the Portsmouth Pumping Station flow direction and Front Road trunk Watermain interconnection. Please note lanes will be shifted, but a lane in each direction will be maintained at all times.

Delays on Grenadier Drive at Windfield Crescent continue to occur while construction takes place around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive at Windfield Crescent may be restricted weekdays from 7 a.m. to 5 p.m. A flag-person will be on-site to direct traffic and assist pedestrians.

Hillview Road will be closed from Mona to Lincoln, and Old Hillview Road will be closed from Hillview to the end of Hillview on May 17 and 18 from 8 a.m. to 2 p.m. each day for the City of Kingston Forestry department to remove a large tree. Please note, local traffic will be accommodated during these times. 

A lane closure is to be expected along Johnson Street from Sir John A MacDonald to Oakridge from May 6 to 27 for road reconstruction. 

King St. West from Front to Auld will be closed until June 29, 2022, for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.

Market Street, and Ontario Street from Brock to Clarence, will be closed on May 17 from 8 p.m. to 11:59 p.m. for Utilities Kingston to run hoses across Ontario St to fill the Confederation Park Fountain. 

Palace Road will be closed from Brock to Johnson until May 27 for road reconstruction by K. Mulrooney Trucking Ltd.

Areas of sidewalk along Queen Street from Montreal to Wellington will be closed from May 16 to 20 as various sections of sidewalk within these blocks will be reconstructed. 

A section of Union Street from Gardiner to Yonge will be closed May 16 at 7 a.m. to May 20 at 5 p.m. for the installation of new services to 585 Union Street. 

Wright Crescent from the south intersection of Palace to 16 Palace will be closed until Jan. 31, 2023, for construction staging for 11 Wright Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

The City has closed access to the Portsmouth Waterfront Pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane, to accommodate pathway and shoreline improvements.

LaSalle Causeway 

Public Services and Procurement Canada (PSPC) wishes to advise motorists of a lane reduction on LaSalle Causeway for maintenance work during the following period:  

• Monday, April 4 from 7 a.m. to Tuesday, May 31 at 5 p.m.  

During this period, a lane closure will be taking place. Motorists should expect delays. 

From Monday, April 18 until Tuesday, May 31, PSPC will have flaggers to direct traffic during rush hour as per public comments to PSPC.

The days and hours that the flaggers will be there are Monday to Friday, excluding holidays as follows: 

• 7 to 9:30 a.m. 
• 3 to 6 p.m.

Ministry of Transportation

Drivers are advised that Highway 401 Eastbound and Westbound near Napanee, Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday, May 16 to Wednesday, Oct. 5, 2022. 

Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1 km East of County Road 6 near Napanee ON. 

School and Play Street Initiative Closures:

• School Streets – These streets will be closed on school days from 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. until June 29, 2022. Inquiries can be directed to KCAT at [email protected]:
  • MacDonnell Street – Earl to Hill  
• Play Street – Cheryl Place will be closed using barricades and will be staffed by KCAT, which will manage essential vehicle access and access to driveways. This closure will reoccur on Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. through Aug. 26, 2022.

Third Crossing roadwork:

John Counter Blvd from Montreal Street to Ascot Lane: 

• Two lanes will be maintained at all times on John Counter Blvd (JCB) for north property owners (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd. When reduced to one lane with flagging, additional traffic control will be provided.
• The gravel driving surface on John Counter is a temporary but necessary measure as a holdover until paving can occur. The gravel surface is being groomed on a frequent basis to reduce potholing and maintain drivability.
• Access from John Counter to Village on the River Apartments is currently shut down until approximately the end of May. These residents were notified to use their Montreal St access during the temporary closure to John Counter. 
• Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times. 
• Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided. 

Highway 15 and Gore Road:

• Construction work will continue in this intersection. Two lanes of traffic will be maintained at all times, but delays should be expected. 
• Access to the Pittsburgh Library will be maintained at all times. 
• Parking spots at the library may be reduced on the west side for grading of the new parking lot on Friday, May 20 as well as the week of May 23 – May 27. Parking on the east side of the parking lot will be maintained and spotters will be present to guide pedestrians and vehicles for alternative parking along the south side of Gore Road.

General Notes: 

• The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. The cycling signals and road markings are anticipated to be completed in June to help cyclists and pedestrians cross the road.
• The sidewalk on the north-east corner of Highway 15 – Gore intersection will be closed until late May/June. Please see sidewalk detour through Maclean Park in place to guide pedestrians.

The dates above will be subject to change depending on the weather.

Fibre Installation on Ontario Street 

Expect a lane closure from April 19 to May 27 on the following streets: 

• Ontario St. from Gore St. to Brock St. 
• Gore St. from King St. to Ontario St. 
• Earl St. from King St. to Ontario St. 
• William St. from King St. to Ontario St. 
• Johnson St. from King St. to Ontario St. 
• Clarence St. from King St. to Ontario St. 
• Brock St. from Ontario St. easterly approximately 60 metres  

Please note: Signalized intersections will be maintained with Kingston Police. Traffic Control will be maintained by flag persons and one lane of traffic will be maintained. Where possible work will be completed in one block increments. 

Lower Brewers Swing Bridge – closed until further notice. Temporary bridge closure signs and detour signs have been installed. Parks Canada is continuing with their efforts to replace the bridge.

• For access to Washburn Road (East of the Bridge): Washburn Road East of the bridge to Highway 15 remains open to local traffic only. Traffic from Washburn Road (West of the bridge), Sonneveld Road and Sunbury Road are directed to use Detour D-1 (Regional Road 12 – Sunbury Road East – Highway 15 South)
• For access to Washburn Road (West of the Bridge): Washburn Road East of Sonneveld Road and West of the Bridge remains open to local traffic only. Traffic from Highway 15 are directed to use Detour D-1 (Regional Road 12 – Sunbury Road West)
