Road closures and traffic delays, week ending Jun. 17, 2022

The following is a selection of the most significant road closures and expected traffic delays in and around the city of Kingston for the week ending Jun. 17, 2022. Full lists of closures and delays provided by the City of Kingston and the MTO can be viewed here and here.

Along Cross Street/Glenmore Avenue from Centre to Collins Bay drivers should expect delays as crews will be working June 13 to 17 removing and replacing driveway culverts in preparation for road resurfacing. 

At Front Road and King Street West from Sand Bay Lane to Country Club Drive, drivers should expect a lane shift until November 22, 2022, for the Portsmouth Pumping Station flow direction and Front Road trunk Watermain interconnection. Please note lanes will be shifted, but a lane in each direction will be maintained at all times.

Delays on Grenadier Drive at Windfield Crescent continue to occur while construction takes place around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive at Windfield Crescent may be restricted weekdays from 7 a.m. to 5 p.m. A flag-person will be on-site to direct traffic and assist pedestrians.

A sidewalk closure is expected on Henderson Boulevard from Chelsea to Glen Castle from June 13 to 17 while crews work on adding additional transit stops on both sides of Henderson Blvd. 

King Street from Place D’Armes to The Tragically Hip Way will be closed June 16 from 3 p.m. to 10 p.m. and June 17 from 7:30 a.m. to 9 p.m. for St. Lawrence College Convocation.  

King St. West from Front to Auld will be closed until June 29, 2022, for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.

Two areas of Princess Street will experience lane closures this week:

  • At Princess Street and Parkway, drivers should expect a lane closure from June 15 to 17 from 6 p.m. to 7 a.m. each night for crews to complete the reinstatement of asphalt. 
  • From 293 Princess to Clergy drivers should also expect a lane closure from June 13 to 17 from 7 a.m. to 3 p.m. each day for crews to remove sidewalk panels to install a new electrical duct for Utilities Kingston to 293 Princess St. 

Areas of sidewalk along Queen Street from Montreal to Wellington will be closed from June 13 to June 17 as various sections of sidewalk within these blocks will be reconstructed.

A lane closure is to be expected along Rideau Street from Cataraqui to Montreal on June 14 from 9 a.m. to 3 p.m. to complete monitoring of monitoring wells that are located in the road. 

Drivers can expect an eastbound lane closure along Woodbine Road from the Woodbine Road Gas Plant to 30 metres west of Collins Bay from June 3 to June 15 for a new sanitary force main for Utilities Kingston. This will be a single lane closure maintained by flagpersons

Wright Crescent from the south intersection of Palace to 16 Palace will be closed until Jan. 31, 2023, for construction staging for 11 Wright Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

The City has closed access to the Portsmouth Waterfront Pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane, to accommodate pathway and shoreline improvements.

In City Park, construction to restrict vehicles from parking or driving on the former ring road without authorization will commence this spring. Pathways may be closed during construction. The former ring road will remain open to pedestrians and cyclists after the improvements.

Parking Notes:

  • Ontario Brock Lot will be closed June 17. Adequate 24-hour parking is available at the Hanson Memorial parking garage located at 105 Brock St. during this closure. 
  • The upper six levels of Chown Memorial Garage will be closed June 11 at 6 p.m. to June 12 at 7 a.m. for scheduled cleaning. Parking is available as usual in the lower levels of the lot or alternatively at the Robert Bruce memorial or Hanson Memorial parking garages during that time.  

LaSalle Causeway 

Public Services and Procurement Canada (PSPC) wishes to advise motorists of a lane reduction on LaSalle Causeway for maintenance work during the following period:  

  • Monday, April 4 from 7 a.m. to mid-June  

During this period, a lane closure will be taking place. Motorists should expect delays. 

From Monday, April 18 until mid-June, PSPC will have flaggers to direct traffic during rush hour as per public comments to PSPC.

The days and hours that the flaggers will be there are Monday to Friday, excluding holidays as follows: 

  • 7 to 9:30 a.m. 
  • 3 to 6 p.m.

Ministry of Transportation

Drivers are advised that Highway 401 eastbound and westbound near Napanee, Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday, May 16 to Wednesday, Oct. 5, 2022. 

Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1 km East of County Road 6 near Napanee ON. 

School and Play Street Initiative Closures:

  • School Streets – These streets will be closed on school days from 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. until June 29, 2022. Inquiries can be directed to KCAT at [email protected]:
    • MacDonnell Street – Earl to Hill  
  • Play Street – Cheryl Place will be closed using barricades and will be staffed by KCAT, which will manage essential vehicle access and access to driveways. This closure will reoccur on Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. through Aug. 26, 2022.

Third Crossing roadwork:

John Counter Blvd from Montreal Street to Ascot Lane: 

  • Two lanes will be maintained at all times on John Counter Blvd (JCB) for north property owners (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd. When reduced to one lane with flagging, additional traffic control will be provided.
  • The gravel driving surface on John Counter is a temporary but necessary measure as a holdover until paving can occur. The gravel surface is being groomed on a frequent basis to reduce potholing and maintain driveability.
  • Access from John Counter to Village on the River Apartments is currently shut down until approximately the end of June. These residents were notified to use their Montreal St access during the temporary closure to John Counter. 
  • Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times. 
  • Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided. 

Highway 15 and Gore Road:

  • Construction work will continue in this intersection, including paving on Highway 15 with police on-site to direct traffic during paving operations. Two lanes of traffic will be maintained at all times, but delays should be expected. 
  • Access to the Pittsburgh Library parking lot will be moved to the new entrance at Point St. Mark, and access to the Pittsburgh Library will be maintained at all times. 
  • Paving adjacent to sidewalks will be occurring, a spotter will be in place to direct pedestrians accordingly.
  • Line painting will occur in off hours in the intersection of Highway 15 and Gore Road. Delays can be expected. 

General Notes: 

  • The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. The cycling signals and road markings are anticipated to be completed in June to help cyclists and pedestrians cross the road.
  • The sidewalk on the north-east corner of Highway 15 – Gore intersection will be closed until late May/June. Please see sidewalk detour through Maclean Park in place to guide pedestrians.

The dates above will be subject to change depending on the weather.

Lower Brewers Swing Bridge – closed until further notice. Temporary bridge closure signs and detour signs have been installed. Parks Canada is continuing with their efforts to replace the bridge.

  • For access to Washburn Road (East of the Bridge): Washburn Road East of the bridge to Highway 15 remains open to local traffic only. Traffic from Washburn Road (West of the bridge), Sonneveld Road and Sunbury Road are directed to use Detour D-1 (Regional Road 12 – Sunbury Road East – Highway 15 South)
  • For access to Washburn Road (West of the Bridge): Washburn Road East of Sonneveld Road and West of the Bridge remains open to local traffic only. Traffic from Highway 15 are directed to use Detour D-1 (Regional Road 12 – Sunbury Road West)
