Road closures and traffic delays, week ending Jul. 29, 2022

The following is a selection of the most significant road closures and expected traffic delays in and around the city of Kingston for the week ending Jul. 28, 2022. Full lists of closures and delays provided by the City of Kingston and the MTO can be viewed here and here.

Drivers should expect delays on Bath Road from Centennial to Coverdale from 7 p.m. to 6 a.m. each night until August 5. Crews will be completing work microsurfacing the road.

Colborne Street will be closed from Clergy to Sydenham on July 26 from 9 a.m. to 2 p.m. for for power lines and general tree maintenance being performed by the City of Kingston – Public Works Department.

The closure of Ellerbeck Street from Davidson to King will take place until 7 a.m. on August 3 for new services to Ellerbeck Street. 

At Front Road and King Street West from Sand Bay Lane to Country Club Drive, drivers should expect a lane shift until November 2022, for the Portsmouth Pumping Station flow direction and Front Road trunk Watermain interconnection. Please note lanes will be shifted, but a lane in each direction will be maintained at all times.

Along Glen Cove Street from Lashford to Prince Charles drivers should expect delays as crews will be working July 25 to July 29 removing and replacing driveway culverts in preparation for road resurfacing. 

Drivers on Glenmore Avenue /Lashford Street/Centre Street/ Cross Street/Britt Street/Lea Place from Centre to Collins Bay should also expect delays July 25 to July 29 as crews will be ditching in preparation for road resurfacing. 

Delays on Grenadier Drive at Windfield Crescent continue to occur while construction takes place around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive at Windfield Crescent may be restricted weekdays from 7 a.m. to 5 p.m. A flag-person will be on-site to direct traffic and assist pedestrians.

Lower Union Street from Ontario to King will be closed to through traffic from July 4 to Aug.12 to replace gas mains and services in the area.

Drivers along Norman Rogers Drive from Mulcaster to Roden should expect a lane closure from July 18 to August 31, from 7 a.m. to 4:30 p.m. as contractors install new gas mains and services.

Reduced lanes are expected on Ontario Street at Lower Union in both directions until August 12 to replace gas mains and services in the area. 

Lane shifts will occur on Princess Street, from McMahon Ave to McMichael St / Hillendale Ave, until August 8, 2022, for service disconnects and new service connections for 1316 & 1318 Princess St.

Sidewalk work continues on Queen Street from Wellington to Montreal. Crews will be working July 18 to July 21 reinstating the sidewalk and asphalt in the area. 

Road closure on St. Lawrence Avenue from King to Stuart will be in place until Aug 12 as a contractor will be replacing aging water and sewer mains. 

Sydenham Street from Princess to Queen will be closed every Saturday from 9 a.m. to 3 p.m. until Sept. 3 for the Sounds of Sydenham. 

Wright Crescent from the south intersection of Palace to 16 Palace will be closed until Jan. 31, 2023, for construction staging for 11 Wright Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

The Rideau Trail, from Sherwood to Queen Mary, will be closed until August 31 at 5:30 p.m. for crews to replace sanitary main, install shoring and build a new gravel pathway.  

Highway 33 Construction

According to Loyalist Township, Coco Paving has advised that construction will soon begin on Highway 33 from 225 m east of Sir John Johnson Drive easterly to 500 m East of County Road 4. Construction activities consist of hot mix paving, grading and storm sewer repairs.

• Traffic control measures are scheduled to start on Tuesday, June 28, 2022. Shoulder closures will begin June 28, 2022, for the implementation of traffic control measures along Hwy 33.
• Lane closures will occur throughout the construction season on Highway 33 daily from Monday to Thursday, 30 mins after sunrise to 30 mins before sunset, and Fridays from 30 min after sunrise to 11:59 a.m.
• All lane closures are subject to change for unforeseen circumstances.

Third Crossing roadwork:

John Counter Blvd from Montreal Street to Ascot Lane: 

• Two lanes will be maintained at all times on John Counter Blvd (JCB) for north property owners (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd. When reduced to one lane with flagging, additional traffic control will be provided.
• The gravel driving surface on John Counter has been reduced to the intersection at Ascot Lane and will remain until paving can occur. The gravel surface is being groomed on a frequent basis to reduce potholing and maintaining drivability.
• Road markings on John Counter won’t be in place until all the paving is completed. Lanes on John Counter will be delineated with traffic barrels until road painting can occur. 
• Access from John Counter to Village on the River Apartments is currently shut down until approximately the end of August. These residents were notified to use their Montreal St access during the temporary closure to John Counter. 
• Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times. 
• Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided. 

Highway 15 and Gore Road:

• Construction work will continue in this intersection, weather dependant. Two lanes of traffic will be maintained at all times, but delays should be expected.
• The cycling signals are scheduled to be activated to assist cyclists and pedestrians cross the road.
• Access to the Pittsburgh Library parking lot has been moved to the new entrance at Point St. Mark, and access to the Pittsburgh Library will be maintained at all times.
• Although road markings have been initiated, any remaining line painting will occur during off-hours in the intersection of Highway 15 and Gore Road. Delays can be expected. 

General Notes: 

• The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. The cycling signals and road markings are anticipated to be completed in July to help cyclists and pedestrians cross the road.

The dates above will be subject to change depending on the weather.

Ministry of Transportation

Drivers are advised that Highway 401 eastbound and westbound near Napanee, Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday, May 16 to Wednesday, Oct. 5, 2022. 

Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1 km East of County Road 6 near Napanee ON. 

Lower Brewers Swing Bridge – closed until further notice. Temporary bridge closure signs and detour signs have been installed. Parks Canada is continuing with their efforts to replace the bridge.
