Road closures and traffic delays, week ending Aug. 26, 2022

The following is a selection of the most significant road closures and expected traffic delays in and around the city of Kingston for the week ending Aug. 26, 2022. Full lists of closures and delays provided by the City of Kingston and the MTO can be viewed here and here.
Albert Street will be closed from Union to Queen from Aug. 22 to 26 from 7 a.m. to 7 p.m. each day for milling of existing asphalt and new asphalt placement at the Queen’s Residence.
Cassidy Street from Montreal Street to 30 metres west will be closed from Aug. 22 at 7 a.m. to Sept. 2 at 7 p.m. for new water services to Ongwanada.
Fort Henry Drive will experience a northbound lane closure from the RMC Entrance (South of HWY2) to 400m north of the Fort Henry Parking Lot until Aug. 26 for new gravity sewer installation along the east shoulder of Fort Henry Drive.
At Front Road and King Street West from Sand Bay Lane to Country Club Drive, drivers should expect traffic delays due to lane reduction to a single lane each direction until the end of 2022, as crews install a new watermain and sanitary forcemain for Utilities Kingston.
Along Glen Cove Street from Lashford to Prince Charles drivers should expect delays as crews will be working until August 26 to complete road resurfacing.
Drivers on Glenmore Avenue/Lashford Street/Centre Street/Cross Street/Britt Street/Lea Place from Centre to Collins Bay should also expect delays until August 26 to complete road resurfacing.
The sidewalk on the south side of Grenadier Drive at Windfield Crescent may be restricted on weekdays from 7 a.m. to 5 p.m. A flag-person will be on-site to direct traffic and assist pedestrians.
Drivers along Norman Rogers Drive from Mulcaster to Roden should expect a lane closure through August 31, from 7 a.m. to 4:30 p.m. as contractors install new gas mains and services.
Expect a closure along Queen Street from Sydenham to Montreal Streets on Aug. 24 from 7 a.m. to 5 p.m. for the assembly of a tower crane for 223 Princess St.
Stephen Street will be closed from Montreal to Patrick St. until Sept. 2 for the installation of sanitary sewer system and road reconstruction. Delays are also expected at the intersection of Montreal and Stephen Streets.
Sydenham Street from Princess to Queen will be closed every Saturday from 9 a.m. to 3 p.m. until Sept. 3 for the Sounds of Sydenham.
A section of Victoria Street from Brock to Mack will be closed until August 25 at 7 p.m. for the installation of new sanitary sewer system and road reconstruction work.
Wright Crescent from the south intersection of Palace to 16 Palace will be closed until Jan. 31, 2023, for construction staging for 11 Wright Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.
The Rideau Trail, from Sherwood to Queen Mary, will be closed until August 31 at 5:30 p.m. for crews to replace sanitary main, install shoring and build a new gravel pathway.
Limestone City Blues Festival
Expect the following closures from Aug. 25 to 28 for the Limestone City Blues Festival:
- Thursday, Aug. 25, 7 to 9:30 p.m. on Ontario Street from Brock Street to Market Street.
- Friday, Aug. 26, 4:30 to 11:30 p.m. on Princess St from Division St to Barrie St.
- Saturday Aug. 27 and Sunday, Aug. 28, from 3:30 to 11:59 p.m. (each day) on Brock Street from Ontario Street to Wellington Street.
- Saturday, Aug. 27 and Sunday, Aug. 28, from 3:30 to 11:59 p.m. (each day) on King Street from Clarence Street to Princess Street.
- From 11 p.m. Friday, Aug. 26 to 11:59 p.m. Sunday, Aug. 28, on Market Street from Ontario Street to King Street.
Robert Bruce Garage Closure
- The Robert Bruce Memorial Parking Restoration project is scheduled to get underway the first week of August and will be closed on Friday, July 29 in preparation for the work to commence. The work is expected to conclude in late November.
- The work will take place throughout both levels of the building for structural rehabilitation and building envelop rehabilitation, upgrading of lighting and repair/replacement of railings and bollards. Both parking levels will be closed to the public for the duration of the project.
- There is parking availability at both the Chown and Hanson parking garages in the adjacent blocks to the east and west of the Robert Bruce.
Road 38 closure in Tichborne
The Central Frontenac Public Works department has been notified by the Canadian Pacific Railway company of an emergency rail crossing surface project in Tichborne.
CP Rail requires the township to close Road 38 in Tichborne from 6 a.m. on Aug. 22 to Aug. 24, 2022. The road at the crossing will be closed 24 hours per day during those dates. Weather events or equipment breakdowns could increase the length of the closure.
The primary detour will use Long Lake Road from Parham to Mountain Grove. Residents are encouraged to use local detours such as Fish Creek Road and Bradshaw Road to commute east of Tichborne or Ducharme Road to commute West of Tichborne.
Transport trucks looking to use Road 38 to access provincial highways 401 and 7 are to use County Road 41 or HWY 15. Detour signage will be posted, and emergency services are formalizing plans to minimize the interruption to the public.
The K&P Trail will also be closed to all trail traffic as it also crosses the railway in Tichborne. Signs are in place on the trail to advise of the closure and will be removed when the trail is open.

Highway 33 Construction
According to Loyalist Township, Coco Paving has advised that construction will soon begin on Highway 33 from 225 m east of Sir John Johnson Drive easterly to 500 meters east of County Road 4. Construction activities consist of hot mix paving, grading and storm sewer repairs.
- Traffic control measures began on Tuesday, June 28, 2022. Shoulder closures are in effect for the implementation of traffic control measures along Hwy 33.
- Lane closures will occur throughout the construction season on Highway 33 daily from Monday to Thursday, 30 mins after sunrise to 30 mins before sunset, and Fridays from 30 min after sunrise to 11:59 a.m.
- All lane closures are subject to change for unforeseen circumstances.

John Counter Blvd from Montreal Street to Ascot Lane:
- The gravel driving surface on John Counter has been reduced to the intersection at Ascot Lane, including a short portion of Ascot Lane, and will remain until paving can occur. The gravel surface is being groomed on a frequent basis to reduce potholing and maintain drivability.
- Paving operations are scheduled for mid-late next week;
- Road paving at the intersection of Ascot and John Counter Blvd. Two lanes will be maintained on the Ascot Lane portion and may be reduced to one lane during paving operations. Flagging and additional traffic control will be provided during paving operations. Once paving is completed, two lanes will be reinstated for Ascot Lane.
- Road Paving for the Ring Road on the south side of John Counter east of Montreal Street. Two lanes will be maintained on John Counter and the Ring Road and may be reduced to one lane during paving operations. Flagging and additional traffic control will be provided during paving operations for north property owners (River Park) and south property owners at 919 Montreal St. and 646 John Counter Blvd. Once paving is completed, two lanes will be reinstated for John Counter and Ring Road.
- Road markings on John Counter won’t be in place until all the paving is completed. Lanes on John Counter will be delineated with traffic barrels until road painting can occur.
- Access from John Counter to Village on the River Apartments is currently shut down until approximately the end of August. These residents were notified to use their Montreal St access during the temporary closure to John Counter.
- Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
- Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.
Highway 15 and Gore Road:
- Construction work will continue in this intersection, weather-dependent. Two lanes will be maintained at all times, but delays can be expected.
General Notes:
- Access to the Pittsburgh Library parking lot has been moved to the new entrance at Point St. Mark, and access to the Pittsburgh Library will be maintained at all times.

Ministry of Transportation
Drivers are advised that Highway 401 eastbound and westbound near Napanee, Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday, May 16 to Wednesday, Oct. 5, 2022.
Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1 km East of County Road 6 near Napanee ON.
Lower Brewers Swing Bridge – closed until further notice. Temporary bridge closure signs and detour signs have been installed. Parks Canada is continuing with their efforts to replace the bridge.
