Police seeking federal offender with ties to Kingston
The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada-wide warrant as a result of his breach of statutory release.
Fern Joyal is described as a Caucasian male, 25 years of age, 5’9″ (175cm), 190lbs (86kg) with brown hair and hazel eyes. He has several tattoos which include a star on his right cheek, Skull 777 Native Pride on his right forearm, “HNIC” on the left side of his neck, “SHELBY” on the right side of his neck and on the center of his neck is a skull holding two guns.
He is serving a three year and four month sentence for Break & Enter with Intent, Uttering Threats to Cause Death or Harm, Mischief Under $5000, Possession of a Weapon, Possession of a Weapon Obtained in the Commission of an Offence and Possession of a Weapon Contrary to Prohibition Order.
Joyal is known to frequent the Kingston, North Bay, Toronto and Temiskaming Shores areas.
