Koopman did not say whether any charges have been laid, and the investigation remains ongoing.

The roadways were immediately closed to traffic following the incident, and remained closed as of 2:45 p.m. as police investigate the incident. Motorists are asked to avoid the area at this time, and police noted the roadway will remain closed until at least 5 p.m.

This is a developing story. Kingstonist will provide further coverage as more information becomes available.
