OPP lay multiple impaired driving charges in L&A County over long weekend

Four drivers are facing impaired driving charges after being investigated by the Ontario Provincial Police (OPP) in the Greater Napanee area over the long weekend and into this week.

At approximately 2:30 p.m. on Saturday, May 21, 2022, OPP officers who were conducting traffic enforcement on County Road 8 in Napanee observed a vehicle travelling at a high rate of speed.

According to a release from the OPP, a traffic stop was initiated and, as part of the investigation, an Approved Screening Device was administered. OPP said the driver was subsequently arrested and transported to the detachment for further testing.

Robert Jokinen, 52 years old, of Toronto, Ontario, was charged with:

  • Operation of a motor vehicle while impaired – alcohol and drugs
  • Operation of a motor vehicle while impaired – blood alcohol concentration (80 plus)
  • Speeding 1 to 49 km/h over posted limit

Later that same day, at approximately 11:15 p.m., officers responded to an address in Napanee for a report of a disturbance. According to the release, officers arrived on scene and were advised that a vehicle being driven by a male had struck a parked vehicle before fleeing from the area.

As a result of an investigation, Justin Kimmett, 32 years old, of Napanee, Ontario, was arrested and charged with:

  • Operation of a motor vehicle while impaired – alcohol and drugs
  • Operation of a motor vehicle while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation of a motor vehicle
  • Failure to stop after accident

The following day, Sunday, May 22, 2022, at approximately 6:30 a.m., an officer with the Traffic Incident Management Enforcement (T.I.M.E.) Team was travelling eastbound on Highway 401 in Napanee when they observed a vehicle travelling at a high rate of speed, the OPP stated. A traffic stop was initiated and, as a result of an investigation, the driver was arrested.

Kairo Kump, 32 years old, of Montreal, Quebec, was charged with:

  • Failure or refusal to comply with demand
  • Driving motor vehicle with open container of liquor
  • Speeding 50+ km/h over posted limit

Finally, on Tuesday, May 24, 2022, at approximately 4:30 p.m., OPP officers were conducting traffic enforcement on County Road 6 in Yarker, and a traffic stop was conducted for a simple traffic-related offence.

According to the release, as part of the investigation, an Approved Screening Device (ASD) was administered, and the driver was arrested and transported to the detachment for further testing.

Clinton Smith, 46 years old, of Stone Mills Township, Ontario, was charged with:

  • Operation of a motor vehicle while impaired – alcohol and drugs
  • Operation of a motor vehicle while impaired – blood alcohol concentration (80 plus)
  • Speeding 1 to 49 km/h over posted limit
  • Driving with seat belt assembly inoperative

OPP said that each of the accused were released from custody and are scheduled to appear at the Ontario Court of Justice in Greater Napanee at a later date. Their licences were suspended for 90 days and vehicles were impounded for seven days. All those charged will be responsible for any related impounding and/or towing fees.
