OPP charge sleeping man with impaired driving

A Belleville man is facing impaired driving charges after Ontario Provincial Police (OPP) responded to a report of a suspicious vehicle parked on the shoulder of Highway 401 westbound near the Shannonville exit.

At approximately 11:30 p.m. on Saturday, Sept. 4, 2021, OPP officers from the Lennox and Addington (L&A) County Detachment located the vehicle and woke the driver, who was sleeping. According to a release from the OPP, the driver was showing signs of impairment and was subsequently arrested and transported to the detachment for further processing.

As a result of the investigation, L&A County OPP have charged Kirby Spence, age 26, of Belleville with:

  • Operation While Impaired – alcohol and drug;
  • Class G1 licence holder – unaccompanied by qualified driver; and,
  • Class G1 licence holder – drive on prohibited highway.

Spence was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee later this month. His licence was suspended for 90 days and the vehicle was impounded for seven days. Spence will be responsible for all related fees and fines.
