Napanee driver facing impaired driving charges after traffic stop in PEC

A Napanee resident is facing impaired driving charges after a traffic stop in Prince Edward County.

According to a release from the Ontario Provincial Police (OPP), around 8:30 p.m. on Wednesday, Mar. 22, 2023, officers conducted a traffic stop on County Road 5 in Prince Edward County. As a result of further investigation an approved screening device was administered. The driver was reportedly arrested and transported to the detachment for further testing.

Andrew Ruttan, age 19 from Napanee, was charged with the following offences:

  • Operating a motor vehicle while impaired – alcohol and drugs
  • Operating a motor vehicle while impaired – blood alcohol concentration of over 80 mg of alcohol per 100 ml of blood

Ruttan was released from custody and will appear before the Ontario Court of Justice in May 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of seven days.  

“Highway safety is a team sport, do your part and plan a safe ride home,” OPP said.
