L&A OPP lay two impaired driving charges on same day

Two drivers were investigated by the Lennox and Addington (L&A) County Detachment of the Ontario Provincial Police (OPP) on the same date, and both were found to be operating a motor vehicle while impaired.

At approximately 5 a.m. on Monday, Feb. 21, 2022, officers of the L&A Detachment of the OPP responded to a report of a vehicle stuck in a snowbank on Fourth Street in Deseronto, ON. Officers responded to the scene and located the vehicle and driver. According to the OPP, an officer found a “flip” knife when the driver was searched.

As a result of the investigation, L&A County OPP officers arrested and charged Cody Brooks, age 27, of Napanee, ON, with:

  • Operation while impaired – alcohol and drugs
  • Two Count of Failure to comply with undertaking
  • Unauthorized possession of a weapon
  • Possession of a schedule I substance – cocaine
  • Having care or control of a motor vehicle with open container of liquor
  • Driving while under suspension

Brooks was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee in March 2022. The accused’s licence was suspended for 90 days and the vehicle was impounded for seven days. Brooks will be responsible for all related fees and fines

Later that day, at approximately 10 a.m., L&A OPP officers responded to a report of a vehicle in the ditch on Country Road 11 in Greater Napanee. When officers arrived on the scene they located the vehicle and driver. According to the OPP, the vehicle ended up being a stolen vehicle.

As a result of the investigation, L&A County OPP arrested and charged Tyler Ruttan, age 26, of Belleville, ON, with:

  • Operation while impaired – alcohol and drugs
  • Possession of property obtained by crime over $5000

Ruttan was released on an undertaking and is scheduled to appear at the Ontario Court of Justice in Greater Napanee in April 2022. The accused’s licence was suspended for 90 days and the vehicle was impounded for seven days. Ruttan will be responsible for all related fees and fines.
