At approximately 5:30 p.m. on Thursday, Jan. 6, 2022, the victim reported that a four-door sedan, possibly blue or grey in colour, and believed to be in relatively newer condition deliberately drove towards the victim and her friend as they were walking at the northern intersection of Van Order Drive at Norman Rogers Drive, just west of L.C.V.I.

According to a release from Kingston Police, the vehicle was originally westbound on Van Order Drive, making a left-hand turn to go south on Norman Rogers Drive. A partial Ontario licence plate similar to BMEA 910 was observed attached to the vehicle but is not an exact match. Police said that a make or model was not observed at the time of the incident.

The lone driver is described as a Caucasian male, between 40 and 60 years of age. He may have been wearing a cap or hat and is believed to be clean-shaven, according to the release.

Police believe this incident may be a hate-motivated crime due to the ethnicity of both female pedestrians and that information points to it not simply being a case of driver error.

Witnesses did offer support to the two women and may have further information that could assist in identifying the vehicle or driver, according to the release. Police said that their contact information was not obtained by the pedestrians at the time, so they are asked to reach out to police to assist with details.

Additionally, Kingston Police ask residents along both Van Order Drive and Norman Rogers Drive that have exterior-facing home monitoring capabilities to check their video recordings around the day and time this occurred and contact police with any possible matches to the described vehicle.

Anyone with information in regards to this incident is asked to notify Detective Sergeant Carla Stacey at 613-549-4660 ext 6242 or via email at [email protected]. Tips can also be made anonymously by calling the Kingston Police general number (613-549-4660 ext. 0) and requesting to remain anonymous.

Kingston Police want to assure the public that they take all Hate-Motivated or Bias-Motivated criminal offences very seriously and utilize the appropriate resources to ensure a thorough investigation is conducted.
