Final draft of Kingston Zoning Bylaw open for review

After six years of public engagement and development, the final draft of the new Kingston Zoning Bylaw is ready. The final draft incorporates the zoning framework developed through the Central Kingston Growth Strategy (CKGS) and addresses all public feedback, the City of Kingston stated.
An associated Official Plan amendment is also proposed to effectively implement the Kingston Zoning Bylaw and to implement the recommendations of the CKGS, according to a release from the city.
Staff have completed the final draft of these major policy documents and have posted them online for review by members of the public. Both projects will be presented at an open house on Wednesday, Mar. 30, 2022, and will be the subject of a public meeting of the Planning Committee on Thursday, Apr. 7, 2022.
“This is a major milestone, especially for the New Zoning Bylaw project, as it enters its final approval phase,” said Paige Agnew, Commissioner of Community Services for the City. “The final draft of the new Kingston Zoning Bylaw consolidates, modernizes and simplifies zoning rules across Kingston. Staff have been working tirelessly to update the City’s five existing, out-of-date zoning bylaws and harmonize them into one comprehensive, innovative policy document that is easier for residents, planners and developers to interpret.”

Next steps
Staff will present the final draft of the New Kingston Zoning Bylaw and the Official Plan amendment at the Planning Committee on Apr. 7 and will prepare a supplementary report that captures any minor changes that need to be made as a result of the final round of public feedback prior to Council’s final consideration, according to the release.
If approved at the Planning Committee meeting, the document will then be presented at a special meeting of Council on Tuesday, Apr. 26, 2022.

The city said that the Central Kingston Growth Strategy (CKGS) is a critical project, which outlines a policy and regulatory framework to guide intensification in the central area of the city.

Staff will hold an online open house on Wednesday, Mar. 30, 2022, for the final draft of the new Kingston Zoning Bylaw and the policy recommendations of the CKGS. Residents are invited and encouraged to bring their questions and learn more .

According to the release, once completed, the new city-wide Zoning Bylaw will help the City reach a number of its key priorities outlined in Kingston’s 2019-22 Strategic Plan.
