Hall Monitor: Out With The Old

Kingston City Council Meetings, #ygkcLast night, our elected officials braved the incredible heat of council chambers for meeting 15-2012 of Kingston City Council. The agenda and addeds from last night are on the city’s website.

We decided to mix things up a bit last night and focus on the streaming video. With so many journalists now live-tweeting and using the #ygkc hash tag, we felt that stepping up and focusing on our video was the smarter call.

The meeting was dominated by two major issues: The K-Rock Centre contract renewal, and the Secondary Suites item that was previously deferred. We’ll tackle them in-order.

The KRC debate started with a staff briefing, and included a representative from current management company, SMG. Some questions were raised about profits, tenants, the lack of rent for the restaurant and comparisons to other similar venues in other areas. The debate, mostly, focused around if the contract with SMG should be renewed for another five years (albeit, with a few changes) or if the contract should be scrapped and the whole thing should go back out to a proposal. The renewal lost (7-6; Voting against were councillors George, Glover, Hutchison, Neill, Retizel, and Mayor Gerretsen). Once defeated, the RFP vote passed unanimously.

We then moved into the secondary suites item, which was chaired by Councillor Glover as the Mayor declared a pecuniary interest in it (He went to see the Cogeco truck and get an ice cream). The debates were mostly about which areas should or shouldn’t be allowed to have secondary suites implemented. The first half (A direction to implement the findings of the previous research project) went through unanimously. It was the amendment that excluded specific areas that had a tough time. In the end, this passed, too (7-5, voting against were Councillors Berg, George, Hector, Patterson, Reitzel).

Most of the rest of the agenda was deferred. Some of it for a repeated time. I’m generally against deferrals, but I’ll be honest – it was a long night and was incredibly warm in chambers so I was looking forward to getting out of there. Video is available on uStream: Part 1 | Part 2.

A quick programming note: The next meeting of council on May 29th is a strategic planning session, similar to the ones that took place last May. We’ll be there – but as it’s not at City Hall, we don’t know what internet access we’ll have. We’ll stream and tweet what we can. Council next meets in chambers on June 5.
