Last night, council got together for meeting 19-2012 of Kingston City Council – the second (and last) meeting of the summer of 2012. What a meeting, too. You can find the agenda and addeds on the city’s website.

At first, the agenda looked like it was going to be a pretty quick and painless night. But no, we had a marathon that almost stretched us into the morning. We started with a larger-than-usual number of delegations, speaking to council about the potential use of the Memorial Cenre land as a site for a high school, a pair of delegations about pet sales, and then a pair of delegations about the reduction to one garbage bag which (while already debated and approved by council was seeing it’s third by-law reading last night. It took us an hour and 17 minutes to clear delegations alone, and was nearly a full hour and a half before we got into the meat of the evening.

The biggest thing that seems to have cleared last night, though, was that the city and the Kingston Humane Society came to a one-year contract agreement. The $354,000.00 agreement will take us to next summer, and will give council the time needed to put an RFP proposal together for a longer-term plan. Council also extended the deadline for comment on the OLG survey, and added a bunch of verbiage about how the results will come back to council and that the city will notify OLG of the results in October. OLG is also being asked to host it’s own public meeting.

A few other things went through, too: Some funding for the Sir John A Bicentennial, re-naming the meeting rooms at the Invista Centre after closed (or soon-to-be-closed) arenas and community centres, a request of staff to investigate watering regulation changes during draughts, staff time to research a regulation on dog, cat and rabbit sales and more staff time to look at extending business garbage pickup to the Williamsville business area. No wonder the CAO jumped in with comment that their time was getting cut too much and things in the priority matrix are going to end up bumped! The PARC item that came up, though, failed – it was a motion of reconsideration, needed 2/3rds to be added to the agenda… and didn’t get the votes needed.

A busy night, indeed – though not nearly as busy as staff offices are going to be for the next while! Oh? And that one-garbage-bag limit item that had passed council previously and was, in all honesty, only really on the agenda tonight because procedural by-law requires it and that we heard almost 30 minutes of meeting and Q&A on? Passed – though on a recorded vote (As the original motion did). An interesting note, here: Tonight’s approval passed 8-5, as opposed to July’s approval of 7-6. Based on my records (And I’ll double-check when the minutes are published), councillors Berg, Downes, Glover, Hutchison, Neill, Osanic and Schell voted in favour both times. The additional yes this time came from Councillor Scott.
