Hall Monitor: Bridging the Gap
Once again, our elected officials took to the halls of city hall, this time for meeting 14-2012 of Kingston City Council. You can find the agenda and addeds from last night on the city’s website.
Is it just me, or are council meetings getting more exciting as they get longer and closer to summer? Last night, we heard procedural by-law come up repeatedly and saw a debate between the Mayor and Councillor Rick Downes – and a quick cut-off of Councillor Bill Glover by the Mayor. And a barrage of recorded votes. And points of order. And a point of personal privilege. And a non-existent point of clarification. What a night! Add to that the overflow room being all set and ready (again!) and a passionate motion to extend past 11:00 – to the end of the agenda, no less – and I was wishing I had popcorn!
We kicked off with a debate between the Mayor and Councillor Rick Downes when Rick attempted to ask a question that the Mayor felt was out of line. After a bit of back-and-forth (and a failed challenge of the chair by Councillor Glover) we got into the meat – using the Mayor’s fancy new stopwatch to time people. But then, council seemingly quickly tossed all of Report 59 – and most of 60 – into the approved pile. No debates, no separations. So quickly did they pass it, that if you weren’t paying attention, you would have missed the new advertiser for Kingston Transit, the space for a kids fishing derby and a noise exemption for the Howe Island Ferry Terminal. You also would have missed the $3.8 million dollar surplus from 2011 being handed out to reserve funds (Working Fund, Solid Waste & Recycling, Transit, Police Equipment, Affordable Housing and the Library). So fast, in fact – that we all saw hope that we’d be out early!
But that’s not where the action was to be. After a 10-minute presentation by staff, and a lengthy Q&A, we got into the hour-long debate about the new bridge. After various reminders that the item was about accepting the Environmental Assessment and not about if we truly needed another bridge, the item passed 10-3 (Councillors Glover, Hutchison and Neill opposed). In doing so, the city gives itself roughly 10 years to determine the need and want for the bridge and move ahead with it. We’ll see. We stumbled around a bit (and re-deferred two items that had been twice before deferred) until we landed on a parking fee increase item. On the surface, it seemed innocent enough, but it was during the debate that the item’s true colours shone through: It was designed to encourage transit use. Deferral was proposed until we have a better transit system (whenever that is) – but in time (and with the extension of council), the item lost, 8-5 with Councillors Downes, Glover, Hutchison, Neill and Scott being the ones in favour.
But we weren’t done yet! A few more small debates came through – as do a few deferrals – and we were into the PARC item. I’m not going to go on about the debate – it’s all the same arguments for and against having the city involved in the school board’s process that we’ve heard before. The motion was to ask the two PARC groups to delay decisions on closing the schools so that further discussions could be had about alternatives. It went back and forth – as the PARC items have – and ended in a 7-5 pass with Councillors Berg, George, Hector, Paterson and Scott voting against the item. We adjourned at 11:56 – accomplishing far more than I anticipated, but deferring more than I would have liked to see.

I’ve asked the Clerk’s office to remind council and staff that mic use – especially for something like what we’re doing – is paramount as we had a few cuts in audio.
