Charges laid following sudden death of inmate at Quinte Detention Centre

The Lennox and Addington detachment of the Ontario Provincial Police (OPP) are currently investigating a sudden death of an inmate at the Quinte Detention Centre in Napanee.

On Monday, Mar. 18, 2019, Lennox and Addington Paramedic Services responded to the Detention Centre on Richmond Boulevard in Napanee where an inmate was found unresponsive. The inmate was pronounced dead at the scene. The inmate was later identified as Hendrik Peter Ryskamp, 31, of Kingston.

As a result of the investigation, on Wednesday, Jun 19, 2019, the OPP charged Barry Samuel Kerlovich, 41, of Napanee with manslaughter, trafficking of a Schedule I substance – opioid (other than heroin) and possession of a Schedule I substance for the purpose of trafficking – opioid (other than heroin).
