Hall Monitor: Speedy Resolution

Kingston City Council Meetings, #ygkcLast night, council got together for a very quick meeting number 27-2012. I say quick because had we started on time, we would have just about been out at 9:00 – there must have been some sort of other political event going on that everyone wanted to get home for. The city has posted the agenda and addeds to their website , as usual.

We opened, late, with a quick report from the closed meeting, confirming that non-unionized city employees were having the Consumer Price Index (CPI) wage increases frozen as of January 2014. An important point for later in the meeting. We then got through the addeds, a briefing from Sustainable Kingston and the motions of congratulations and condolences. And then – now don’t blink – in less than 7 minutes, council cleared Reports 125, 126, 127, 128 and 129 – and all 15 items within them. It took a few votes (seven, I believe) to get them through – but there they were. Among them, council cleared a few changes to some park space (Including new tennis courts), reduced the speed limit on main streets on Queen’s Campus to 40km/h, approved new all-way stops (Crossfield Av & Andersen Dr, Main St & Raglan Rd and Victoria St & Oak St), updated two school bus zones (Madeleine-de-Roybon and Centennial Public School), awarded a few contracts (Recycling and bus shelter snow removal), cleared the way for a deputy fire chief and OK’d the transfer of parking spaces at the Four Points to a new hotel owner. Not bad, right? Well, in the same time period, they also handed out 1.2 million dollars from affordable housing reserve funds for new units, approved the division of a plot of land on Crossfield Av that was previously ear-marked for a school to be used for houses, formally received the Arts Advisory Committee Report Card for 2012 and granted a garbage bag limit exemption (Well, increase – to 6 bags/wk) to the Almost Home location on William St. Not bad.

Council also approved a whole new slate of committee members (With some discussion about the list for the Municipal Heritage Committee – and a defeated deferral, all spear-headed by Councillor Glover and froze their own pays through the end of the term, by dropping the CPI index increase – though Councillor Downes wanted it to take effect in January 2014, the amendment there was defeated and it takes affect immediately. The only other major item from last night was the approval of an item – after much debate and an attempt from Councillor Downes to amend it – that asks the Administrative Policies Committee to put together a by-law prohibiting the use of tanning beds for those under 19. The amendment (To simply make it policy without proper review) lost. Oh, and they’re looking into Closed Captioning for council meetings. Fun.
