Who The Hell is Billy? Hillbilly Music Festival explodes onto the summer festival scene with an all-day, all-night fair of hillbilly hellraisin’ at The Mansion.

- Uncle Sean and the Shifty Drifters
- The Outbred Inlaws
- Mississippi Grover
- Evil Farm Children
- The Boot Rot Depression Boys
- The Tom Savage Trio
Who The Hell is Bill? aims to celebrate country and bluegrass music that embodies a punk and metal spirit within a non-commercial community of musicians and fans. Another component of the festival is an expo of like-minded supporters within the community including Loving Spoonful, Main Street Market, Zeitgeist Kingston and The Kingston Coalition Against Poverty.
